NICE Proposes Off Leash Permits for Urban and Sub-Urban Dog Owners
Location, State – February 11, 2009 – The National Institute for Canine Experts (NICE) has come out with an innovative proposal that promotes off leash permit for the dog owners of the urban and suburban areas. Ami Moore, a respected member of the body, says that the proposal will increase the sense of responsibility among the dog owners, and reduce the dog bite instances in daily life.
NICE is the first canine organization that promotes such a test. NICE is willing to provide assistance to any of the bodies that intend to offer such a test. According to Ami Moore, dogs must be reliable off leash to ensure the protection of public safety at every level.
The proposal by NICE is based on the premise that a majority of dog bite instances occur when the dog is off leash. Every single dog owner in the United States lives with their dog off-leash the majority of the time. The off-leash certification test would resolve tow issues; it would reduce the incidences of dog aggression towards innocent people and dog owners can walk their dog off-leash and also respect the law. Ami Moore says that it's not that NICE favors only its own proposal, as it supports any proposal or program that encourages responsibility among the dog owners.
The test is proposed by the Board of Directors of NICE, who recommend that all the dogs and owners should undergo certification to make sure that dogs can be walked off leash in the urban environment and that they should be re-certified after every five years. The re-certification process should however be free of charge for the dog owners.
The test would consist of two parts that should be administered to all the licensed dogs as well as the handler of the dog. The first part should ensure that the dog obeys the basic commands such as sit, stay and down. The second test should successfully show that the dog can responsibly and safely navigate in an urban environment with its handler without any negative reaction towards the common city distractions such as children, joggers, baby strollers and skateboarders.
The purpose here is to identify and encourage dogs and their owners who can be treated as safe and well mannered member of the entire community. NICE knows that a dog that will respond off-leash and in a distracting environment is an asset to any community. Dogs that bite are dogs that are untrained and are owned by irresponsible owners.
